Policy Priorities
Better Care
More Choice
Lower Costs
Healthy America is invested in improving the health of Americans now and for generations to come. Decisions about what, how, and where care is received should be made by patients and doctors not by politicians and bureaucrats in Washington, D.C., state capitals, and industry. AFPI will create healthcare policies and educate stakeholders to put the patient and doctor in control, dignify life, promote better health and health outcomes, improve access, and lower costs for Americans. This is critically important as the health of Americans is essential for a thriving and prosperous country.
AFPI’s Healthy America works to create policies that give all Americans full agency in decisions that affect their health and well-being. In order for America’s healthcare system to return to its primary mission of improving the health and health outcomes of Americans and reach its full potential, advancement must focus on putting patients first to improve the individual and population health of America.

Employer Health Claims Transparency Act
Between 2004 and 2025, the average annual cost of employer-sponsored health insurance for families at small employers increased 167%, from $9,737 to $26,054. Third party administrators (TPAs) and pharmacy benefit managers (PBMs) that administer employers’ benefits rarely provide employers with the medical and pharmacy claims data of their workforce. This prevents employers from rooting out waste and fraud that raises costs on workers as well as determining the reasonableness of the fees that an insurer charges, which employers who sponsor health benefits are required to do under the Employee Retirement Income Security Act.
Protect Patients From Dishonest Billing
Dishonest medical billing occurs when an off-campus physician practice within a hospital system falsely claims to be a hospital and adds a hospital “facility fee” to the bill. When a health care facility bills a patient’s insurer, it must report a federally required National Provider Identifier (NPI) number on the claim form to identify where the care took place.

America First Policy Institute Releases New Report on Grocery Sales Tax
Over the last four years, grocery prices surged dramatically, adding significant strain on American families already burdened by decades-high inflation and the rising cost-of-living. While the Trump Administration has successfully lowered energy prices and is actively pursuing regulatory reforms to lower food prices, experts caution that global disruptions and unforeseen events could drive prices even higher. AFPI’s latest paper explores ways that government officials in almost a dozen U.S. states could provide immediate relief to their citizens.
