Juan Caro
Senior Fellow, American Justice
Juan Andres Caro serves as a senior fellow for American Justice Policy at AFPI. Caro most recently served as deputy assistant secretary of commerce for international and space affairs at the National Oceanic and Atmospheric Administration, where he served as the agency’s chief international representative, directing U.S. engagement across fisheries governance, space commerce, satellite policy, deep-sea mining, and polar affairs. In that capacity, he negotiated binding governance frameworks in the Arctic with major powers including China, Russia, and Japan, cultivated more than 50 bilateral relationships with space and science agencies around the globe, and expanded U.S. market access and foreign direct investment in emerging space and ocean domains.
Earlier in his federal career, Caro served at the White House across the Office of Science and Technology Policy, the Domestic Policy Council, and the Office of the Special Representative for Puerto Rico, where he helped coordinate the recovery of the island’s energy grid. He also served as a senior advisor at the Department of Energy. Between federal terms, Caro helped found AFPI and led Redline Consulting LLC, advising clients on artificial intelligence, infrastructure, and regulatory strategy. He holds a bachelor’s degree in ecosystem science and sustainability from Colorado State University and a graduate certificate in international security from Harvard Extension School. Caro is a Peace Officer Standards and Training-certified reserve deputy sheriff with the Larimer County Sheriff’s Office in Colorado, where he continues to serve on patrol.
