Todd Lyons

Senior Fellow, Homeland Security and Immigration Policy 

Todd Lyons serves as a senior fellow for homeland security and immigration at AFPI. Lyons most recently served President Trump in his second term as the senior official performing the duties of the director of U.S. Immigration and Customs Enforcement (ICE). Prior to this appointment, he served as the executive associate director of ICE Enforcement and Removal Operations (ERO), directing the operations of 25 field offices and headquarters in more than 200 domestic and 25 overseas locations, and overseeing eight assistant directors of its headquarters divisions. He also held the roles of assistant director of Field Operations for ERO and deputy assistant director of Western Operations and the Southwest Border. Previously, Lyons served as the field office director for the ERO Boston Field Office, where he oversaw all immigration enforcement activities in Massachusetts, Maine, New Hampshire, Rhode Island, Connecticut, and Vermont.

Lyons holds a bachelor's degree in criminal justice and a master's degree in criminal justice leadership from New England College. He lives in Massachusetts with his wife, Kelly, and their two sons.
