AFPI Announces Departure of Dr. Jay Menees for Florida Department of Education
WASHINGTON, D.C.—The America First Policy Institute (AFPI) announces that Dr. Jay Menees will be departing his role as Senior Policy Analyst for Higher Education and Economy & Trade Policy to join the Florida Department of Education as Vice Chancellor of Research and Policy.
During his time at AFPI, Dr. Menees helped advance policies focused on workforce education and training, greater transparency and accountability in higher education, and stronger alignment between education and the needs of American workers and employers.
His research and policy expertise have been an important part of AFPI’s work to strengthen higher education and expand opportunities for students and workers.

We appreciate the tremendous work he has done at AFPI to reshape the federal landscape and look forward to the ways he will help Florida lead the nation in education,” said Dr. Michael Shires, Vice Chair of Education Opportunity Policy and Senior Policy Officer at AFPI.
In his new role at the Florida Department of Education, Dr. Menees will coordinate research efforts and strengthen the use of data to inform policy decisions across the Department’s divisions. He will oversee efforts to modernize research functions, integrate data with other state agencies, including Florida Commerce, and advance a more innovative, accessible, and transparent approach to data and research.
Dr. Menees will continue his affiliation with AFPI as a Fellow for Higher Education and Economy & Trade Policy.
